Without any prior notice, Google has introduced a new feature called Android System SafetyCore on all Android devices through a silent Google Play update, without any user consent.
It might be that if you don't link a google account Google Play might not download updates automatically. Also, older versions of android might not be supported and therefore do not receive said updates. I've had a few people telling me they didn't find it, and it can be for various reasons. Rest assured that it's going to be pre-installed in any new stock android smartphone. If you plan to buy a new phone, make sure to get a Pixel and install GrapheneOS on it. It's the best secure & private android OS out there.
Surely these types of functions could be built into the hardware, so that there is no way for users to bypass them. Lora / Mesh networks are starting to look more appealing.

I tried to.look.for this on my phone with another guide, but could not find it.
I am operating myandroid without Google accounts, even though it's not scrapped from the Google apps, I have not registered the Google account on it.
Does this still concern? To I need to take a deeper dive to find this?
